The declaration on the future relationship between the European Union and the United Kingdom, also known as the Political Declaration, is a non-binding declaration, negotiated and signed at the same time as the mandatory and broader withdrawal agreement on the uk`s withdrawal from the European Union (EU), known as Brexit, and the planned end of the transition period. The United Kingdom and the European Union reached an agreement at the European Council on the withdrawal of the United Kingdom from Great Britain and Northern Ireland from the European Union. The revised withdrawal agreement and the political declaration were discussed and approved at the European Council on 17 October 2019. The agreement defines the goods, services and processes associated with them. Any provision of goods or services legally put on the market before leaving the EU may be made available to consumers in the UK or in the EU Member States (Article 40-41). On the European Union side, the European Parliament also approved the ratification of the agreement on 29 January 2020 and the Council of the European Union approved the conclusion of the agreement by e-mail on 30 January 2020.  That is why, on 30 January 2020, the European Union also tabled its instrument for ratification of the agreement, concluding the agreement and allowing it to enter into force on the date of the UK`s withdrawal from the EU on 31 January 2020, at 11 .m GMT. After an unprecedented vote on 4 December 2018, MEPs ruled that the UK government was not respecting Parliament because it refused to give Parliament full legal advice on the consequences of its proposed withdrawal terms.  The focus of the consultation was on the legal effect of the “backstop” agreement for Northern Ireland, the Republic of Ireland and the rest of the United Kingdom with regard to the CUSTOMS border between the EU and the United Kingdom and its impact on the Good Friday agreement that led to the end of the unrest in Northern Ireland, including whether , according to the proposals, the UK would be certain that it would be able to leave the EU in a practical sense.
The British Parliament approved the draft agreement by adopting on 23 January 2020 the implementing laws (the 2020 Withdrawal Agreement Act) of the European Union (withdrawal agreement). Following the signing of the agreement, the UK Government adopted and tabled the UK`s ratification instrument on 29 January 2020.  The agreement was ratified by the Council of the European Union on 30 January 2020, after approval by the European Parliament on 29 January 2020. The UK`s withdrawal from the EU came into force on 31 January 2020 at 11 .m GMT, when the withdrawal agreement came into force in accordance with Article 185. Finally, the political statement was published today in Section C of the Official Journal, which sets out the framework for future relations between the European Union and the United Kingdom. This declaration, on which the EU and the UK have agreed, sets out the parameters of a future cooperative relationship based on the values and interests of both parties, based on a balance of rights and duties guaranteeing the autonomy of EU decision-making and the sovereignty of the United Kingdom. The withdrawal agreement also contains provisions for the United Kingdom to leave the Convention setting the status of European schools, with the United Kingdom sticking to the convention and accompanying regulations on accredited European schools until the end of the last academic year of the transition period, namely:
