The White House was asked on March 15, 2018 about a peace treaty on the Korean Peninsula, and the petition received the required number of signatures within a month.  With regard to a third inter-Korean summit and a lasting peaceful solution on the Korean peninsula, about 83% of the South Korean population supports a diplomatic solution.    According to South Korean President Moon Jae-in, the Korean War will end sooner rather than later. Moon is trying to convince Kim Jong-un to abandon his nuclear program and weapons by showing him a better economic future with South Korean cooperation. The president has a personal interest in the declaration, since his ancestors come from the North; Moon`s 80-year-old mother was separated from the rest of her family, who live in North Korea.   At the Geneva Conference in Switzerland in 1954, Chinese Prime Minister and Foreign Minister Zhou Enlai proposed the implementation of a peace treaty on the Korean peninsula. U.S. Secretary of State John Foster Dulles, however, did not respond to the attempt to obtain such a treaty. A final peace settlement has never been reached.  The signed ceasefire establishes the Korean Demilitarized Zone (DMZ), the new de facto border between the two nations, establishes a ceasefire and has concluded the repatriation of prisoners of war. The DMZ crosses near the 38th parallel and has separated North and South Korea since the signing of the Korean ceasefire agreement in 1953. Another possibility is a six-part configuration involving the two Koreas, the United States, Japan, China and Russia.
One way forward would be to involve all parties, as in the ongoing six-party talks; The late President Kim Dae-jung, however, had argued that the two Korean sides could sign an agreement with the other four countries acting as third-party witnesses. Others argued that the problems between the North and the South could be solved by involving them in a multilateral forum on the security of six nations. So far, discourses on a peace regime for the Korean peninsula have focused on three distinct aspects: modality, parties involved and functional characteristics. In 1975, the UN General Assembly adopted resolutions in which it encouraged the replacement of the ceasefire agreement with a peace treaty and the dissolution of UNC.   North Korean attempts followed to begin peace talks with the United States. However, the United States believed that China`s influence to limit North Korean actions would be more effective.  At the start of a three-day summit with South Korean President Moon Jae-in in Pyongyang, the couple`s third meeting in 2018, North Korean leader Kim Jong Un said his meeting with Trump had “created geopolitical stability and he expected further progress in the talks between his nation and Washington.”  Kim also attributed to Moon the fact that he had made possible the “historic” DPRK summit in Singapore.  On the third day of the Moon-Kim Summit, the two heads of state issued a joint statement announcing an agreement on the co-host`s bid for the 2032 Olympic Games. In addition, the joint declaration announced that the two nations would now participate “together” in international competitions, including the Tokyo Olympics in 2020.  Since it takes at least two countries to reach an agreement, the first format should be a two-party peace regime. In this case, South Korea argued that such a regime should be between the two Koreas, while North Korea insisted that the peace regime integrate with itself and the United States.
